Donald Trump Jr. spent two days at a Mongolian hunting camp in August with Umar Kremlev, a Russian sports executive, according to an Oct. 27, 2026 Financial Times investigation. That reporting revives one of Washington’s oldest arguments, over first family foreign ties: the outside money and overseas friendships of a president’s sons, daughters, siblings and in-laws.
Where it stands: Lawmakers and the White House had not been quoted responding to the FT’s Mongolia story by Oct. 28. Sen. John Curtis, a Utah Republican, has asked the Senate Judiciary Committee to examine both Trump Jr. and Hunter Biden; as of early October the committee had not said whether it would.
Speaking for Trump Jr., a spokesperson described the tie to the FT as “a personal friendship, not a business relationship.” The FT said Kremlev, along with Arthur Martirosov, the Russian businessman who flew in with him, left its questions unanswered. After ProPublica reported in September that Kremlev paid for some of Trump Jr.’s wedding festivities, the president said his son had repaid him.
What does the record on first family foreign ties show?
Scrutiny of presidents’ relatives has crossed party lines for more than four decades, and the outcomes have ranged from no charges at all to criminal convictions followed by a pardon.
The cases below are not alike, and none proves anything about another. Some involved a foreign government; one involved an American savings and loan. What they share is public and congressional scrutiny of a relative’s outside dealings, followed by a denial, a finding or a court outcome.
| Relative | Scrutiny | Outcome |
|---|---|---|
| Billy Carter (brother) | Libya payments, 1980 | Senate panel: poor judgment, no crime found |
| Neil Bush (son) | Silverado S&L, 1990 | Never charged; civil suit settled 1991 |
| Ivanka Trump (daughter) | China trademarks, 2017 | Company called filings defensive |
| Jared Kushner (son-in-law) | Qatar-linked rescue; Saudi investment | Denies any conflict of interest |
| Hunter Biden (son) | Burisma; gun and tax cases | Convicted, pleaded guilty, pardoned 2024 |
| Donald Trump Jr. (son) | Kremlev ties, 2025-26 | Says friendship, not business |
What happened with Billy Carter and Libya?
A Senate panel concluded in 1980 that the president’s brother showed poor judgment but found no evidence that he committed a crime.
Billy Carter promoted trade with Libya, including taking Georgia businessmen there and hosting a Libyan delegation, The Christian Science Monitor reported, and he registered late as an agent of Libya’s government. The special Senate subcommittee’s 249-page report, after a two-month inquiry into his $220,000 in Libyan dealings, found “no evidence of criminal violations or deliberate wrong- doing,” the Monitor reported.
The panel also found the Justice Department had not favored him by letting him register late without a penalty. One Republican senator disagreed, saying the inquiry showed “a clear pattern of misconduct” by the Carter administration, the Monitor reported.
Why did Neil Bush face regulators?
Federal regulators accused the son of President George H.W. Bush of conflicts of interest as a director of Silverado, a savings and loan. He was never charged with a crime.
One count, The Seattle Times reported in 1990, said he did not disclose a business link to a partner when he voted for $103.4 million in loans from Silverado to that same partner. Bush “vigorously denies any wrongdoing,” the paper wrote, and First Lady Barbara Bush said the charges were aimed at hurting her husband.
A Federal Deposit Insurance Corp. lawsuit against Silverado directors ended in a multimillion-dollar settlement in 1991, PolitiFact reported, and federal thrift regulators ordered him to follow conflict-of-interest rules in future. His father pledged publicly not to get involved, and he never issued Neil Bush a pardon, PolitiFact reported.
How did the Kushner and Ivanka Trump questions play out?
During and after Trump’s first term, critics questioned foreign approvals and investments tied to his daughter and son-in-law. Kushner has denied any conflict of interest, Ivanka Trump’s company said its trademark filings were defensive, and none of the reporting cited here describes charges.
China approved three trademarks for Ivanka Trump’s brand in April 2017 on the same day she and Jared Kushner sat beside Xi Jinping at a Mar-a-Lago dinner, NPR reported. Her company’s president told NPR the applications were defensive, meant to fight counterfeit products.
Kushner’s family firm drew questions over its 666 Fifth Avenue tower, rescued by Brookfield, a company backed by Qatar’s sovereign fund. Brookfield has always said Qatar had no involvement in that deal, Bisnow reported. His father, Charles Kushner, told CNN that meeting Qatar’s finance minister in 2017 was “stupid,” given how it could look.
After leaving government, Kushner founded Affinity Partners, into which Saudi Arabia invested $2 billion, according to congressional investigators cited by Reuters. Democrats sought a special counsel in October 2024. Kushner replied, “There is no conflict of interest,” and called the request “silly political stunts.”

What were the outcomes for Hunter Biden?
His foreign board work brought a Senate Republican report but no finding that US policy changed. His separate gun and tax cases ended in a conviction, a guilty plea and a full pardon from his father.
A 2020 report by Senate Republicans called his seat on the board of Burisma, a Ukrainian energy company, “awkward” and at times “problematic” for US officials, ABC News reported, but found no instance of policy being altered. The Democratic minority said, “The Chairmen have uncovered absolutely no evidence of wrongdoing by Vice President Biden.”
In June 2024 Hunter Biden was convicted in Delaware federal court of three gun felonies, and he later pleaded guilty in a California case over at least $1.4 million in unpaid taxes, the AP reported. President Biden, who had said he would not pardon his son, issued a pardon covering offenses “during the period from January 1, 2014 through December 1, 2024.” He wrote that his son “was singled out only because he is my son.” Hunter Biden said his mistakes had been “exploited to publicly humiliate and shame me and my family for political sport.”
Where does the Trump Jr.-Kremlev case fit?
It is a congressional and press matter, not a legal case. As of Oct. 28, no charge or formal finding had been reported, and Trump Jr.’s side calls it a friendship.
In September, Rep. Robert Garcia of California, the Oversight panel’s ranking Democrat, told Trump Jr. that the wedding revelations “may be the most serious allegation against you to date.” President Trump said accepting the gift was allowed and added, “as I understand it, he paid them back.” No repayment document has been made public.
Curtis then asked the Judiciary Committee to examine Trump Jr. and, in the same letter, Hunter Biden, who said he would comply, the Deseret News reported. Sen. Bernie Moreno, an Ohio Republican, warned colleagues not to “fall prey to Russiagate 2.0.”
A former Georgian counterintelligence officer writing in RealClearDefense argued that the risk is “not partisan” and that the same gap “produced the Hunter Biden problem.” That is his opinion about risk in general. ProPublica’s reporters have said they have “no specific evidence that Kremlev is operating on behalf of, like, the Russian security services,” and Trump Jr.’s spokesperson calls the relationship a personal friendship. More: the wedding payments, what Congress has said and what counterintelligence veterans say.
Congress is due back from recess on Nov. 9, after the Nov. 3 midterm elections.
