Donald Trump has granted clemency to 394 individually listed people and companies across his two terms, plus roughly 1,500 January 6 defendants and 77 people named in a 2020-election pardon. This tracker lists every one of them: what they were convicted of, when they were pardoned or had a sentence cut, any reported ties to Mr. Trump, and what has happened since. Last updated October 25, 2026.
How to read this page. A pardon forgives a federal crime; a commutation shortens a sentence but leaves the conviction in place. Grant dates, offenses and sentences come from the Justice Department’s Office of the Pardon Attorney. Descriptions of the cases and of any ties to Mr. Trump come from established news organizations and court records, and are attributed. A donation, friendship or lobbying contract is not proof that a pardon was bought; where someone has made that claim, we name them.
By the numbers
In his first term, Trump granted 144 pardons and 94 commutations, 238 grants in all, according to the Justice Department’s clemency statistics. Most came at the end: 116 pardons and 83 commutations fell in his final three and a half months. By comparison, the same table shows 212 pardons and 1,715 commutations over Barack Obama’s eight years and 189 pardons and 11 commutations under George W. Bush. Joe Biden granted 4,245 individual acts of clemency, more than any president on record, according to the Pew Research Center. These counts leave out mass pardons by proclamation.
Trump’s second term began with the Jan. 6 proclamation, which covered all of the “1,500-plus” people charged, per the AP. Through October 13, 2026, the Justice Department’s second-term list records 171 individual grants (142 pardons and 29 commutations) to 166 people and companies; some received a second, amended grant. On top of those, the Jan. 6 proclamation named 14 people whose sentences it commuted, and the November 2025 proclamation named 77 people tied to the 2020 election.
Analysts have found that many recipients had ties to the president. A July 2020 Lawfare analysis found that 29 of the 34 people Trump had granted clemency to by then fit at least one of four criteria: advancing a political goal of the president, a personal connection to him, coming to his attention through television, or celebrity. It also concluded that those 29 grants were not based on pardon attorney recommendations. Pew summarized Lawfare’s first-term work as finding many grants went to people with a “personal or political connection to the president.” For the second term, a Reuters investigation found 96% of clemencies went to people who did not meet DOJ guidelines, per Reuters.

How Trump grants clemency
How Trump's clemency process works
Traditionally, clemency requests go through the Justice Department’s Office of the Pardon Attorney, whose career staff review applications against criteria such as remorse and payment of restitution. In his second term, Trump appointed Alice Marie Johnson, whose drug sentence he commuted in 2018 and later pardoned, as White House “pardon czar,” NPR reported. He installed Ed Martin, whose nomination as U.S. attorney for Washington had stalled in the Senate, as pardon attorney; Martin also led the department’s Weaponization Working Group and posted “No MAGA left behind.” Trump announced Martin’s departure in August 2026, CBS News reported.
A Reuters investigation found that 96% of Trump’s second-term clemencies went to people who did not meet longstanding Justice Department guidelines, and that some requests were passed through the Secret Service during visits with the president, Reuters reported. Federal lobbyists disclosed more than $2.1 million in 2025 fees from people seeking clemency, likely an undercount, according to NOTUS. CBS News reported that brokers charge fees as high as $3 million.
Martin denied that a “transactional pardon economy” exists and said Trump’s aim was mercy for targets of political prosecutions, while White House Counsel Will Scharf said Trump acts “in an ethically sound manner,” per CBS. Democrats Sen. Peter Welch and Rep. Dave Min have demanded that the administration preserve pardon records, per Reuters. House Judiciary Democrats claimed Martin had “totally decimated” the pardon office.

The money: restitution, fines and donations
Many second-term grants cancel unpaid fines and restitution as well as prison time. House Judiciary Committee Democrats claimed in an August 2026 staff report that Trump’s pardons had wiped out nearly $1.7 billion in restitution, fines and forfeitures (an earlier memo had put the figure at $1.3 billion). Those figures come from a partisan report and have not been independently audited. A Trace analysis of 117 second-term grants, published by the Guardian, found at least $113 million in forgiven fines and penalties that would otherwise have gone to the federal Crime Victims Fund, most of it a $100 million fine against the crypto exchange BitMEX. That figure excludes restitution.
Individual cases show the scale. Trump’s commutation of former Rep. George Santos erased about $373,000 in restitution, money Santos admitted he took partly from donors, CBS News reported. Nursing-home executive Paul Walczak’s pardon came less than three weeks after his mother attended a $1 million-per-person Mar-a-Lago fundraiser, the New York Times reported.
Some recipients or their families were large political donors. Nikola founder Trevor Milton and his wife gave more than $1.8 million to a Trump re-election fund shortly before the 2024 election, according to FEC records cited by the AP. The daughter of pardoned banker Julio Herrera Velutini gave $2.5 million to MAGA Inc. in December 2024 and $1 million in July 2025, according to public records cited by CBS News; a White House official said the donations had nothing to do with the pardon. A donation is not evidence that a pardon was bought, and no such link has been proven.

Anti-abortion protesters (FACE Act)
On January 23, 2025, President Trump pardoned anti-abortion activists convicted under the Freedom of Access to Clinic Entrances (FACE) Act, which bars obstructing or threatening access to reproductive health clinics. “They should not have been prosecuted,” Trump said as he signed pardons for what he called “peaceful pro-life protesters,” the Associated Press reported. Those pardoned included Lauren Handy, sentenced to nearly five years for leading a 2020 blockade of a Washington clinic, and her nine co-defendants. Michigan Public counted 23 people pardoned, eight of them for blockading a Sterling Heights clinic; the Justice Department’s clemency list records 24 clinic-access pardons dated that day.
Abortion-rights advocates criticized the move, while SBA Pro-Life America thanked Trump for “immediately delivering on his promise,” the AP reported. The Thomas More Society, a law firm that opposes abortion rights, had asked Trump for 21 of the pardons, according to Michigan Public.
The day after the pardons, the Justice Department said it would bring FACE Act cases only “in extraordinary circumstances” or where there were serious aggravating factors, OSV News reported. In July 2026 one pardoned activist, Paul Vaughn of Tennessee, said he had reached a seven-figure settlement with the federal government over his prosecution and an FBI raid on his home, and OSV reported that more settlements were expected.

Diesel "delete" and Clean Air Act pardons
Since late 2025 President Trump has pardoned a series of mechanics, tuning shops and trucking companies convicted of disabling or removing vehicle emissions controls. The first was Wyoming mechanic Troy Lake, pardoned in November 2025 after Sen. Cynthia Lummis urged clemency, according to FactCheck.org. His company, Elite Diesel Service, was pardoned on February 12, 2026. On July 3, 2026, Trump pardoned nine people convicted of Clean Air Act tampering, plus several of their companies, and the White House said he had “relieved consumers from these regulatory burdens,” the Los Angeles Times reported. The Justice Department’s clemency list shows 11 more such pardons on September 3, 2026 and two on October 13.
Trump described the convictions as “part of the Weaponization and Stupidity” of the Biden years and called the crimes “fixing their car,” E&E News reported. E&E noted that the men were convicted of deleting emissions software or installing “defeat devices” on anywhere from a dozen to hundreds of thousands of vehicles, and that the Justice Department and EPA said such tampering can multiply a truck’s pollution many times over. E&E also pointed out that EPA’s anti-tampering enforcement push began during Trump’s first term.
The Justice Department’s environment division has also announced that it would no longer bring criminal Clean Air Act charges over tampering with onboard diagnostic devices, FactCheck.org reported. FactCheck.org also found Trump’s account of Lake’s case inaccurate: Lake was not jailed for “fixing his car or his truck,” and the case was only loosely related to the right-to-repair debate.

How we built this
The list of recipients, dates, offenses and sentences comes from the Justice Department’s Office of the Pardon Attorney (first-term pardons, first-term commutations, second-term grants) and the two mass proclamations. Each profile was then researched from established news organizations, court records and Justice Department case announcements; every quoted passage was checked against the source it is attributed to. Where we found no reporting on a private person beyond the clemency list, we say so instead of guessing. Connection tags appear only when a source reports the tie. We correct errors: tell us through the contact page.
Frequently asked questions
Can a president pardon himself?
No court has decided the question. In 1974 the Justice Department's Office of Legal Counsel concluded that a president cannot pardon himself, under the rule that no one may be a judge in his own case. Trump has said he has the "absolute right" to pardon himself, a claim NPR noted remains untested. His November 2025 proclamation on the 2020 election pardons stated that it did not cover him.
Does a presidential pardon cover state crimes?
No. The Constitution gives the president power to pardon "Offenses against the United States," so clemency reaches only federal crimes and D.C. Superior Court cases brought by the U.S. attorney, according to the Justice Department. This is why the 2020 fake-elector pardons did not stop state prosecutions in Georgia, Arizona, Nevada, Wisconsin and Michigan.
What is the difference between a pardon and a commutation?
A pardon is the president's forgiveness for a federal crime. It removes the unserved part of a sentence and restores rights such as voting or serving on a jury. A commutation only shortens or ends a sentence being served. It does not change the conviction or restore civil rights, though it may cancel unpaid fines or restitution, according to the Justice Department.
Does a pardon erase the conviction?
No. The Justice Department says a pardon does not signify innocence and does not expunge the conviction. Both the conviction and the pardon remain on the person's record. A pardon removes legal disabilities that come with the conviction, may lessen its stigma, and can help with licenses or jobs. Expungement is a separate remedy that only a court can grant.
Does accepting a pardon mean admitting guilt?
In Burdick v. United States (1915), the Supreme Court wrote that a pardon "carries an imputation of guilt; acceptance a confession of it." The Justice Department says a pardon "does not signify innocence," and the conviction stays on the person's record alongside the pardon.
Can someone be pardoned before being charged or convicted?
Yes. The Justice Department says the president can pardon people who have not yet been convicted or have not started or finished their sentences. Trump's January 2025 Jan. 6 proclamation also ordered dismissal of pending cases, and Joe Biden issued pre-emptive pardons before leaving office. In October 2026 Trump said he would consider pre-emptive pardons for members of his administration.
How many people has Trump granted clemency to?
Justice Department statistics show 238 grants in his first term: 144 pardons and 94 commutations. In his second term, the January 2025 Jan. 6 proclamation covered about 1,500 people. Through October 13, 2026, the Justice Department also lists 262 individual second-term grants to 257 people and companies, including the 77 people named in the 2020-election proclamation.
Who is Trump's 'pardon czar'?
Alice Marie Johnson. Trump commuted her life sentence for a nonviolent drug offense in 2018 after advocacy by Kim Kardashian, later pardoned her, and in his second term named her White House "pardon czar." Ed Martin served as the Justice Department's pardon attorney from May 2025 until Trump announced his departure in August 2026.
Does the president have to follow the Justice Department's pardon process?
No. The Justice Department says its clemency regulations are "advisory only" and do not limit the president's constitutional power. The Office of the Pardon Attorney reviews petitions and makes recommendations, but presidents can act without them. A Reuters investigation found that 96% of Trump's second-term clemencies went to people who did not meet longstanding DOJ guidelines.
What happens to restitution owed to victims?
That depends on the wording of the grant. The Justice Department says a commutation may cancel the unpaid part of fines or restitution, and many second-term grants expressly do. House Judiciary Democrats claim these grants have erased nearly $1.7 billion in restitution, fines and forfeitures. Money already paid is not refunded, and civil cases such as SEC or IRS actions are not ended.
